What was the reported final cost of the first Bar–Boljare motorway section?
Montenegro's A-1, or Bar–Boljare motorway, is a planned 163-kilometre corridor linking the Port of Bar through Podgorica to the Serbian border. Its first 42-kilometre mountain section from Smokovac to Mateševo began in 2015 and opened in July 2022 after the cost rose from an initial US$570 million estimate to more than US$1 billion. The next 22-kilometre Mateševo–Andrijevica section is being implemented with EBRD and EU financing; its 2026 design-and-build contract is separate from the cost of the completed first section.
