How much does AR1 highway cost?
The AR1 is Madagascar's first toll motorway project, planned as a 260-kilometre, four-lane link between Antananarivo and the port city of Toamasina. The government signed the construction agreement with Egypt's Samcrete on 3 November 2022 and launched work one month later, with the complete scheme then estimated at USD 924 million. The first phase covers 80 kilometres: Madagascar's Ministry of Public Works reported in January 2025 that earthworks and the foundation layer were complete on 40 kilometres, while financing arrangements for the remaining 180-kilometre second phase were still being negotiated. Contemporary reporting in March 2025 put the target for full delivery in December 2027.
