What budget was set for the Arnhem Highway's Adelaide River floodplain upgrade in 2017–18?

The Arnhem Highway is a 227-kilometre route linking the Stuart Highway near Darwin with Jabiru and Kakadu National Park. The cost recorded here is not the price of building the whole highway: it is the Northern Territory's A$77.9 million budget for the Adelaide River floodplain upgrade. Its first stage raised and rebuilt 6.6 kilometres of flood-prone road and included 13 bridges; that section opened to traffic in December 2021. A separate three-kilometre second stage opened in May 2023, so the first-stage budget must not be presented as the outturn cost of the entire two-stage corridor upgrade.
