What was the actual capital cost of Charlotte's original South Corridor LYNX Blue Line, as reported by the FTA?

The 9.6-mile South Corridor light rail in Charlotte opened as the original LYNX Blue Line in November 2007. It runs from Charlotte's central business district to Interstate 485 and includes 15 stations, 20 light-rail vehicles and a maintenance facility. The Federal Transit Administration's 2011 before-and-after study gives its actual as-built capital cost as $462.75 million in year-of-expenditure dollars. Earlier federal project forecasts were $426.84 million at the 2005 funding agreement and $462.75 million when that agreement was amended in 2007; those forecasts should not be confused with later northern Blue Line extensions.
