What was the completed cost of Hong Kong's combined road-and-rail Eastern Harbour Crossing?
Hong Kong's Eastern Harbour Crossing is a combined road-and-rail tunnel under Victoria Harbour between Quarry Bay and Cha Kwo Ling. The crossing opened in 1989 as a build-operate-transfer concession. A World Bank toll-road case study reports HK$3.4 billion as the completed cost of the combined tunnel project, within its original budget. The Hong Kong Transport Department gives the road tunnel length as 2.29 kilometres. The historical cost is not a present-day price and does not value only the rail tracks or later maintenance.
