How much does Skyline cost?

Skyline is the elevated rail line in Honolulu, Hawaii, built by the Honolulu Authority for Rapid Transportation (HART) and now planned as an 18.9-mile route from East Kapolei to Kakaako, shortened from the original plan to reach Ala Moana Center. Honolulu Civil Beat reported on 5 August 2026 that the official budget is USD 10.079 billion, that a risk-adjusted P65 estimate of USD 9.681 billion for construction plus USD 510 million of financing would bring it to USD 10.19 billion, and that completion is planned for March 2031 with no schedule float. City bond documents from 2025 put the total at about USD 10.076 billion.
