How much did M-6 cost to build?

The M-6 (Paul B. Henry Freeway, also called the South Beltline) is the 20-mile freeway on the south side of the Grand Rapids area in Michigan, connecting I-196 on the west with I-96 on the east and crossing US-131, funded after the state authorized money in 1972, built in phases from 1997 and opened to traffic on 17 November 2004, one year ahead of schedule. The Building Tradesman reported in January 2005 a USD 650 million freeway completed within budget, while Wikipedia says the entire project cost USD 700 million, about USD 35 million per mile, and the Michigan Department of Transportation's opening brochure says the M-6/US-131 interchange alone cost about USD 145 million, the largest single contract in MDOT history.
