What project cost did NJ TRANSIT report for the River LINE?

The River LINE is a 34-mile light-rail route between Camden and Trenton, New Jersey, opened in March 2004. NJ TRANSIT reported a rounded USD 1.0 billion cost for the project in its FY 2020 capital program. Other published figures use different definitions of capital or construction cost; the old Federal Transit Administration CSV can no longer be independently opened.
