How much did the stage 1 of Pennsylvania Turnpike/Interstate 95 Interchange Project cost?

The Pennsylvania Turnpike/Interstate 95 Interchange Project is a three-stage project of the Pennsylvania Turnpike Commission in Bensalem, Bucks County, to close the gap between the turnpike and I-95 with high-speed ramps, replace overpasses and the Delaware River bridge, with Stage 1 (the flyover ramps) complete and Stages 2 and 3 still in progress according to Jacobs. Jacobs gives Stage 1 a cost of USD 450 million financed by the Commission, while the Commission's own economic-impact study says that in 2000 it estimated the whole project at USD 553 million over about 15 years, and no source opened gives the USD 1.1 billion of earlier data.
