How much did Portland - Wilsonville to Beaverton cost to build?

WES Commuter Rail (the Washington County Commuter Rail Project) is a 14.7-mile, five-station diesel commuter line between Beaverton and Wilsonville in Oregon, run by TriMet on an existing freight line, built from October 2006 to September 2008 and opened on 2 February 2009, delayed from September 2008 after Colorado Railcar's failure. TriMet's own project history gives the cost as USD 161 million, while Wikipedia says it took USD 166 million and thirteen years to get WES operating, and a Federal Transit Administration database figure of USD 112.2 million for the base project could not be opened.
