How much did Rafael Cordero Santiago Port of the Americas cost?

The Rafael Cordero Santiago Port of the Americas is a container transshipment port at Ponce on the southern coast of Puerto Rico, built in phases by the Port of the Americas Authority, whose functions passed to the Ponce Port Authority in December 2011. FreightWaves reported in October 2014 that the government had poured USD 285 million into the terminal, which had 500,000 TEU of annual capacity and was underused, while Wikipedia records a USD 750 million estimate for the full megaport plan with expansion toward 2.2 million TEU.
