Belfast's Ravenhill Stadium, also known as Kingspan Stadium during the redevelopment era, was upgraded for Ulster Rugby as part of Northern Ireland's Regional Stadia Programme. This is the redevelopment cost, not the cost of building the original ground in the 1920s.
