How much did Sacramento's first light rail line, the 18.3-mile Stage I, cost to build?

Sacramento's Stage I light rail was the 18.3-mile starter line of the Sacramento Regional Transit District between Watt/I-80 in North Sacramento, through downtown and east along Folsom Boulevard to Butterfield Way, opened in stages from 12 March 1987 with the full line running by September 1987. Light Rail Progress says it cost USD 176 million in 1987 including vehicles and facilities, about USD 12.4 million a mile in its own arithmetic, while the TRB 1995 light rail conference paper says it was built for less than USD 10 million a mile, and the earlier snapshot used USD 163.6 million from the FTA Capital Cost Database.
