What was the original budget of the Sosa-Wonsi section of the Seohae Line?

The Seohae Line's Sosa-Wonsi section is a 23.3-kilometre double-track electrified commuter railway between Sosa station in Bucheon and Wonsi station in Ansan, passing through Siheung, built as a build-transfer-lease private investment project under the 2007 Private Investment in Social Infrastructure Act by E-Rail Co., with construction beginning on 22 April 2011 and opening on 16 June 2018. English Wikipedia, citing a Chosun Ilbo article of 21 December 2010 that could not be opened, gives the project cost as KRW 1.5248 trillion with seven years for design and construction and 20 years of operation; the line was later extended and about KRW 4.12 trillion had been spent on the whole Seohae Line by October 2024.
