What total investment did Shenzhen estimate in 2013 for the original 37.9-km Line 6 first phase?

The first phase of Shenzhen Metro Line 6 runs about 37.9 kilometres from Shenzhen North Station to Songgang, with 20 stations. Shenzhen's Development and Reform Commission published an expected total investment of about CNY 16.8 billion for this section in its March 2013 concession notice, subject to final approval. The section opened in August 2020; the 2013 estimate is not a final construction account or a budget for later Line 6 extensions.
