How much did Citybanan, the Stockholm commuter train tunnel, cost to build?

Citybanan (the Stockholm City Line) is a 6 km commuter-rail tunnel under central Stockholm with two new stations, Stockholm City and Stockholm Odenplan, plus the 1.4 km Älvsjöbågen bridge between Älvsjö and Årstaberg, built by the Swedish Transport Administration (Trafikverket) from January 2009 and opened on 10 July 2017. INFRASTRUKTURnyheter gives its cost at the opening as SEK 16.8 billion at the January 2007 price level, while SVT reported in 2013 that the cost was SEK 19.4 billion in current prices, around SEK 2 billion above the original budget on a like-for-like basis; the price-level choice was criticised by the National Audit Office.
