How much did the TAZARA Railway between Tanzania and Zambia cost to build?

The TAZARA (Tanzania-Zambia) Railway is a 1,860 km single-track line from Dar es Salaam in Tanzania to Kapiri Mposhi in Zambia, built by China as a turnkey aid project under an agreement signed in Beijing on 5 September 1967. Construction began in 1970, track-laying finished in 1975 and it opened officially on 14 July 1976. China financed it with an interest-free loan of RMB 988 million, which Wikipedia converts to about USD 406 million (a World Bank yuan rate for 1970 gives a very different dollar value, so the yuan amount is not recorded as a claim), while other sources give USD 400 million or USD 500 million.
