How much did Belarusian Nuclear Power Plant (Astravets) cost?

The Belarusian Nuclear Power Plant at Astravets is the country's first commercial nuclear station, built near the Lithuanian border with two VVER-1200 reactors supplied by Rosatom's engineering division. Construction of the first unit began in November 2013. Unit 1 entered commercial service in June 2021; Unit 2 followed in November 2023, giving the operating station 2,220 MW of net electrical capacity. In a 2023 interview, a Belarusian Energy Ministry nuclear official put the combined construction and associated infrastructure at about $9 billion: roughly $6 billion for the generating units and $3 billion for supporting works. This is an approximate reported amount, not an audited final account; a $10 billion Russian loan ceiling is financing, not the plant's cost.
