What is the contract value of Boeing Starliner development?

Boeing's CST-100 Starliner is a reusable crew spacecraft developed under NASA's Commercial Crew Program. NASA awarded Boeing an original commercial crew contract valued at US$4.229 billion in 2014; GAO's 2026 assessment reports a latest maximum contract value of US$4.5561 billion. These are contract ceilings for development and transportation services, not Boeing's total engineering spend or the cost of a single capsule. Starliner flew an uncrewed orbital test in 2019, another in 2022, and a crewed flight test in 2024, but it still lacked NASA human-rating certification in 2026. NASA said in September 2026 that the next Starliner-1 flight would be an uncrewed engineering-evaluation mission, potentially in December 2026 or January 2027, before crewed service could resume. The vehicle is designed for up to seven occupants, although NASA station-rotation flights normally plan up to four astronauts.
