How much did Chernobyl Nuclear Power Plant cost to build?

The Chernobyl Nuclear Power Plant in Ukraine, whose Unit 4 exploded in 1986, is today covered by the New Safe Confinement, the giant steel arch slid over the destroyed reactor in 2016 and formally handed over to Ukraine in July 2019 under the Shelter Implementation Plan managed by the European Bank for Reconstruction and Development. The EBRD said in October 2019 that the New Safe Confinement cost 1.6 billion dollars and its page says the total cost of the Shelter Implementation Plan reached 2.1 billion euros.
