How much did Clinton Power Station cost to build?

The Clinton Power Station is the single-unit General Electric boiling water reactor plant of about 1,100 MW near Clinton, Illinois, built by Illinois Power with construction begun in 1975 and commercial operation from 24 November 1987, seven years late and far over budget. The US Energy Information Administration's Illinois profile says its final construction cost exceeded 4 billion dollars, and Wikipedia gives 4.25 billion against an original 430 million.
