What was the budget for the Eintracht-Stadion main-stand renovation?

Braunschweig's Eintracht-Stadion opened in 1923, but this cost question concerns the city's later main-stand renovation, not the original ground. Following a 2011 public vote, the Westtribüne was rebuilt with modern business facilities, boxes, accessible seating and a redesigned forecourt. A 2011 city report records an approved net budget of €14.5 million; the city's June 2012 investment schedule lists €14.9 million for the stadium expansion while excluding approximately €3 million that Eintracht Braunschweig spent separately on its office cube. The upgraded main stand was formally handed over on 1 November 2013. The stadium's 2009–2010 north-stand works were another project and are not included in this answer. The available photograph was taken in 2007, before these renovations.
