What is the approved budget of Franklin's Gardens — Barwell Stand redevelopment?

Franklin's Gardens has hosted Northampton Saints since the late nineteenth century, but this cost question concerns the club's new Barwell Stand rather than construction of the historic ground. In 2015 the club replaced the old north-end Sturtridge Pavilion with a larger stand, control room, hospitality boxes, restaurant and bars. Northampton Saints announced a £6 million development budget when it appointed Buckingham Group to build the stand. Its 2015 accounts projected roughly 1,900 additional seats; after completion, the club reported 15,249 seats for the whole stadium. Seating was used from late 2015 and the stand was formally opened on 13 February 2016. The retained 2017 match photograph shows the stadium after the project, not a construction view.
