What construction cost was reported for the Gentilly-2 reactor in the Quebec legislature?

Gentilly Nuclear Generating Station in Becancour, Quebec, had two distinct reactors. The C$1.3 billion figure here is a historical construction cost reported in a 2011 Quebec parliamentary debate for Gentilly-2, which entered service in 1983. It is not a combined cost for the site, nor the later proposal to refurbish Gentilly-2.
