How much does Heathrow Southern Railway cost?

Heathrow Southern Railway is the proposed privately financed railway link of about 8 km from Heathrow Airport Terminal 5 to the South Western Main Line near Staines, giving direct trains from the airport to Waterloo and the south, promoted by Heathrow Southern Railway Ltd, which would build and own the infrastructure and be regulated by the Office of Rail and Road, with the Department for Transport underwriting a quantum of train paths. The scheme's own funding page puts the capital cost at around 1.7 billion pounds in 2016/17 prices, and Wikipedia reports an earlier range of 1.3 to 1.6 billion with opening not before the 2030s.
