What was the baseline budget for the Northgate Link extension?

Northgate Link is the Sound Transit light rail extension north from Seattle's University of Washington station, with two underground stations and one elevated station at Northgate. Sound Transit announced in April 2021 that it would open to passengers on 2 October 2021, with a 1.9 billion dollar baseline budget that includes a 615 million dollar federal TIFIA credit agreement, and that the final project cost was expected to come in under budget.
