How much did the Rostov Arena stadium for the 2018 World Cup cost to build?

Rostov Arena is a 45,000-capacity football stadium on the left bank of the Don at Levberdon in Rostov-on-Don, Russia, designed by Populous and built for the 2018 FIFA World Cup, with the first pile driven in August 2014 and the opening on 15 April 2018. Sovetsky Sport reported on opening day that the budget grew to about RUB 22 billion but optimisation brought the cost to about RUB 19.84 billion, the same figure as Wikipedia's infobox, while the RUB 3 billion in an earlier snapshot was a March 2015 revision not of the whole project.
