How much did the new Sóstói Stadion in Székesfehérvár cost to build?

The Sóstói Stadion in Székesfehérvár, Hungary, is the 14,201-seat home of Fehérvár FC (formerly Videoton), rebuilt from 2016 and opened on 21 November 2018. Its cost kept rising: Economx reported in October 2017 that the planned HUF 9 billion had become HUF 13.5 billion after a HUF 900 million supplementary work order, G7 (Telex) reported in November 2017 an estimate near HUF 19.7 billion against the government's original HUF 12.8 billion, and Wikipedia gives HUF 13.98 billion. The sources do not agree on what the total includes.
