Tianwan Nuclear Power Plant in Lianyungang, Jiangsu, China, is a Chinese-Russian nuclear station built in phases with VVER reactors. Its Phase I, two VVER-1000/428 units of about 1,060 MW each, was built from 1999 to 2007 (91 months from first concrete to grid connection) and, according to the OECD Nuclear Energy Agency, was originally estimated at USD 2.5 billion but finally cost over USD 3.2 billion, USD 1.4 billion of it on the Russian side. Phase II (units 3 and 4, 2 x 1126 MW, 2012-2018) was estimated at USD 6.0 billion, and later VVER-1200 units are under construction.
